The United States is the world's largest consumer of toys, accounting for over a quarter of global toy retail sales. In 2022, toy sales in the United States reached $29.2 billion. To ensure the safety and quality of toys, federal laws in the United States require all imported and sold toys to comply with US toy safety standards. Therefore, all toys exported to the United States must have a U.S. CPSIA Children's Product Certificate (CPC) to ensure they comply with U.S. toy safety standards.
Let's take a look at what a CPC certificate is.

What is a CPC certificate?
The full name of the CPC certificate is Children's Product Certificate (CPC), which is applicable to all products that primarily target children aged 12 and below, such as toys, cradles, children's clothing, etc. If produced locally in the United States, the manufacturer is responsible for providing them, and if produced in other countries, the importer is responsible for providing them. That is to say, as an importer, cross-border sellers who want to sell products produced by Chinese factories to the United States need to provide a CPC certificate to Amazon as a retailer.

Why do we need to do CPC certification?
The Amazon website in the United States requires all children's toys and products to provide a Children's Product Certificate (CPC), which is similar to a COC certificate. When launching products related to children on the Amazon US website, including toys, baby products, etc., a CPC certificate will be required, otherwise they will not be sold.
Although called a "certificate," the CPC certificate is not issued by any organization and does not need to be filed in a department. In essence, it is a "guarantee letter" drafted and fully responsible by the manufacturer/importer, declaring that their products comply with all applicable local children's product safety regulations and other laws and regulations in the United States.
When exporting all children's products to the US market, CPC is mandatory. Here are some examples of situations that may occur without CPC:
Products seized by US customs
Freight forwarders may refuse to ship your products
The Consumer Product Safety Committee may issue mandatory recalls
Amazon may refuse to list your products
You also need a test report to support the children's product certificate.

What product requires a CPC certificate?
All products covered by the Consumer Product Safety Improvement Act (CPSIA) must have CPC. Broadly speaking, CPSIA applies to all toys and children's products sold in the United States.
1. If the product is sold appropriately for children under 12 years old
2. If the product packaging provides products suitable for children under 12 years old
3. If the product display rack (such as in toy stores or online stores selling children's products) displays products suitable for children under 12 years old to use
4. If the product is widely recognized as primarily intended for children under 12 years old
Therefore, CPSIA covers any product that may be considered a children's product, which means you must issue a children's product certificate.
