GPSD General Product Safety Directive Certification

GPSD (General Product Safety Directive) refers to the General Product Safety Directive. In order to ensure the safety of consumer goods, the General Product Safety Directive 2001/95/EC (GPSD) sets general safety requirements for any product (including all products) that consumers place on the market or may use.

Anyone involved in the commercial development or quality assurance of products in the EU market will definitely be aware of the specific directives covering their products. With the development of the latest technology and the emergence of all industries and new products, it is feasible for goods to begin to go beyond the scope of specific directives, or for goods that were originally not intended for consumer use to begin being used by consumers. In these cases, the General Product Safety Directive (GPSD) 2001/95 EC applies.

GPSD is a safety net used to protect consumer health and safety, applicable to all new and used goods in the region that do not belong to their own industry specific regulations, but are available for consumer use (regardless of whether they are actually used or not) to determine whether they are suitable for consumers.

General Product Safety GPSD Directive:

The two common misconceptions about products in the European market are that the CE mark is a safety mark, and all products must have the CE mark. In fact, although safety usually forms part of the CE marking requirements,

But not all directives and regulations have safety requirements. Moreover, not all products can pass CE certification! Only those covered by the current 25 CE marking directives or regulations. So how to ensure the safety of products not covered by the CE mark?

The General Product Safety Directive (GPSD) (2001/95/EC) specifies safety requirements for all consumer products sold in the European market, but unlike other European directives, GPSD is not a CE marking directive. The European Commission has the ambition to improve the General Product Safety Directive (2001/95/EC - "GPSD") through its proposal on Consumer Product Safety Regulations (CPSR). However, we believe that ensuring consumer product safety will be simpler if the following conditions are met:,

And it is more consistent with European coordinated legislation pursuing consumer safety:

1. The scope of CPSR is clearly limited to non coordinated consumer goods

2. There is a difference between "consumer goods" and "professional specific products"

3. Confirmed the principle of non retroactivity in the law

4. Evaluate improvements in product safety, particularly by providing:

a. Definition of "Security Products"

b. Prioritize the evaluation of product safety aspects

c. Clarify the expectations of "vulnerable consumers" and consumers for safety.

Children's specific care products - pacifiers for infants and young children

Children's specific care products - strollers

Children's specific care products - bicycle child seats

Children's specific care products - drinking equipment

Children's care products - portable cribs and brackets

GPSD is not applicable to:

1. Products with their own specific EU unified legislation, such as electrical products (covered by the Low Voltage Directive 2014/35/EU) or cosmetics (covered by EC 1223/2009)

2. Products used by employees in the workplace

3. Exporting products outside the European Union

4. Antiques

5. Products that require repair or repair before use

According to the General Product Safety Directive (GPSD), manufacturers are responsible for ensuring that all products sold in the market are safe. This regulation applies to all products sold in the market or otherwise supplied to consumers. Determine whether the product is safe based on the following factors:

-Characteristics of the product

Including product ingredients, packaging, assembly, installation, and maintenance instructions;

-Appearance

Labels, usage, disposal related warnings or instructions

-Consumer categories where the product may pose a danger to them

Requirements for Children's Use Instructions

Manufacturers must assume product safety responsibility to ensure the safety and reliability of products supplied and sold in the market. If the product may cause danger, the manufacturer must take appropriate actions (such as market recall, giving consumers sufficient or effective warnings, or retrieving the product from consumers).

GPSD product certification process:

1. Determine the instructions and corresponding coordination/testing standards required for product certification;

2. Evaluate consistency and testing level;

3. Assistance and review of technical documents by EU notified bodies;

4. It is possible to affix the CE mark and issue a declaration of conformity;

5. The product has been certified and can be traded in the European Union.
